The series of the TV program “Talks about women’s rights” is devoted to the coverage of the issue of domestic violence in Armenia, the RA Law on the “Prevention of Domestic Violence, Protection of the Victims of Domestic Violence and Restoration of Solidarity in the Family”, as well measures to combat violence against women and the international documents ratified by the RA Government.
The guest of the program was Nina Pirumyan, the Head of Research and Educational Center of the Human Rights Defender of the Republic of Armenia.
Protection of women’s rights and the elimination of all forms of discrimination against women are one of the main directions of the Human Rights Defender’s work. The Human Rights Defender sometimes acts as the first state body, where the citizen applies and raises his/her problems.
The Office of Defender first hears the problem, then presents legal possibilities defined by the Law on the Prevention of Domestic Violence, competencies of relevant bodies – the Police, Ministry of Labour and Social Affairs in this regard, the role of civil society representatives in order to provide a comprehensive response to the problem in case of complaints of domestic violence. Therefore, the protection of women’s rights is carried out jointly with a number of competent bodies.
After the adoption of the RA Law on the “Prevention of Domestic Violence, Protection of the Victims of Domestic Violence and Restoration of Solidarity in the Family”, the number of calls received by the Human Rights Defender’s Office has increased, where complaints mainly refer to cases of violence committed by spouse or ex-spouse.
‘’If the Office of Human Rights Defender received about 50 written and oral complaints in 2018, then it reached 90 in 2019 and exceeded 100 in 2020. In particular, in March, April, and May of 2020, there was an increase in cases of domestic violence due to the restrictions based on the coronavirus in the country and the number of social problems arising from it. It should be noted that there are mostly manifestations of physical violence’’, says N. Pirumyan emphasizing the importance of the Law and the trust in the Defender’s institution.
It is worth mentioning that one of the important mechanisms aimed at preventing domestic violence is the effective protection of the law, general awareness, especially awareness of the legal regulations, training sessions for both his staff and civil society and state bodies.
As a result of the discussion, the role of the Human Rights Defender in the field of protection of women’s rights, the mechanisms aimed at the prevention of domestic, gender-based violence, the ways of protection of a person subjected to violence were revealed.
